استخلف الله تعالى الإنسان لعمارة الأرض التي خلقه منها، وهو ما نصّت عليه الآية الكريمة في سورة هود: ﴿هُوَ أَنشَأَكُم مِّنَ الْأَرْضِ وَاسْتَعْمَرَكُمْ فِيهَا.. الآية﴾، وقوله تعالى في سورة الأعراف: ﴿ولا تفسدوا في الأرض بعد إصلاحها﴾، والمراد هنا الكفر والمعاصي، إلا أنه يدخل في ذلك فساد البيئة، وقد جاءت في القاموس المحيط لابن حيان آراء وتفسيرات حول ذلك. وعناصر البيئة لا يمكن حصرها في الصحراء فحسب، بل تشمل كل العناصر التي خلقها الله وتتقاطع مع البيئة، بحاراً وأنهاراً، وجبالاً وأودية، إلا أن هذا المقال حصرٌ على البيئة الصحراوية، والحمى البيئي الذي لم يكن حدثاً طارئاً على أرض المملكة العربية السعودية.
في عهد نبوته صلى الله عليه وسلم، وبعد هجرته إلى المدينة المنورة، خصص مناطق محددة كحمى لإبل وخيل المسلمين، ولم تكن مخصصة لغير ما خصصت إليه، وكان لها نظام حماية من الاعتداء، وكان هذا النظام فك الحصار البيئي قبل الإسلام الذي كان لعلية القوم، وجاء ذلك محدداً في حديث ابن عباس رضي الله عنه، أن النبي صلى الله عليه وسلم قال: (لا حمى إلا لله ولرسوله)، وقد أجاب الشيخ صالح بن عثيمين رحمه الله بأن معنى الحديث أن الله جل جلاله غني عن كل شيء ولا يحتاج إلى أحدٍ يحمي له، إلا أن المراد به المصالح العامة مثل إبل الصدقة وخيل الجهاد..، وقد حمى النبي صلى الله عليه وسلم حرم المدينة المنورة، وقصة سعد بن أبي وقاص مع رجلٍ وجده يصطاد في حرم المدينة فسلبه ثيابه، وعندما سُئل لإعادتها إلى صاحبها قال: لا أرد عليكم طعمة أطعمنيها رسول الله صلى الله عليه وسلم، حيث قال عليه السلام: من رأيتموهُ يصيدُ فيهِ شيئًا فلهُ سَلْبُهُ، أي حمى المدينة، ولكن إن شئتم أعطيتكم ثمنه.
ولم تخلُ أرض المملكة من الحمى على مر السنين الماضية، إلا أنها لم تكن كما هي عليه اليوم في عهد خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز، ورؤية 2030 التي قادها سمو ولي العهد، والتي استهدفت المحفظة البيئية، لإعادة التوازن البيئي، وتستهدف أيضاً تغير المناخ.
إدارة الصحراء لم تكن في رؤية 2030 منع الوصول إلى المناطق المستهدفة فقط، ولكن أسست الجهات الرسمية التي ارتبطت بمركز قيادة الوطن مباشرة، لدعم هذا القرار لبعد النظر في أهمية إحياء الأرض، وحمايتها من الاستنزاف والجور الذي مرّت به، سواء ما يتعلق بالصيد، أو الرعي، أو الاحتطاب، أو تمدد المدن، فما إن بدأت أعمال المحميّات الملكية، حفاظاً على أصول بيئية، وإعادة المهجّر من الحيوانات، وتشجير المناطق التي تحوّلت مع الوقت إلى أرضٍ قفرٍ بور، حتى بدأ الأثر جليّاً في انخفاض الكتل الترابية التي كانت سائدة، ونمت الأرض، وتحوّلت إلى مناطق تساهم في النمو الاقتصادي، حيث أصبحت وجهات تعكس الثراء البيئي المتنوع على أرض المملكة، مع تمكين المجتمعات المحليّة من الاستفادة منها للرعي المنظم.
فلسفة الإدارة الحديثة في رؤية سمو ولي العهد لم تغفل مكوّنات الوطن، على جميع القطاعات المختلفة، سواءً كانت ذات ارتباط مباشر بالتنمية الشاملة، أو غير مباشر، إلا أن العنصر المشترك الذي عززه سمو ولي العهد هو الاستدامة، حتى أصبحت أرض المملكة جوهرة في قيادة التنمية وتسويقها كوجهة تمثّل المعنى الحقيقي للتنمية الشاملة والاستدامة.
Allah Almighty appointed humans to cultivate the earth from which they were created, as stated in the noble verse in Surah Hud: ﴿He it is Who created you from the earth and made you dwell therein..﴾, and His saying in Surah Al-A’raf: ﴿And do not cause corruption upon the earth after its reformation﴾. Here, the intended meaning includes disbelief and sins, but it also encompasses environmental degradation. The Al-Qamus Al-Muhit by Ibn Hayyan contains opinions and interpretations regarding this matter. The elements of the environment cannot be limited to the desert alone; rather, they include all the elements created by Allah that intersect with the environment, such as seas and rivers, mountains and valleys. However, this article focuses on the desert environment and the environmental protection that has not been a recent event in the Kingdom of Saudi Arabia.
During the time of his Prophethood, peace be upon him, and after his migration to Medina, he designated specific areas as sanctuaries for the camels and horses of the Muslims, which were not allocated for anything else. These areas had a protection system against encroachments, and this system was a lifting of the environmental siege before Islam, which was for the elite. This was specified in a hadith narrated by Ibn Abbas, may Allah be pleased with him, where the Prophet, peace be upon him, said: (There is no sanctuary except for Allah and His Messenger). Sheikh Saleh Al-Uthaymeen, may Allah have mercy on him, explained that the meaning of the hadith is that Allah, Glorified and Exalted, is free of all needs and does not require anyone to protect Him, but it refers to public interests such as the camels of charity and the horses of jihad. The Prophet, peace be upon him, protected the sanctuary of Medina, and there is the story of Sa’d ibn Abi Waqqas with a man he found hunting in the sanctuary of Medina, whom he stripped of his clothes. When asked to return them to their owner, he said: I will not return to you a gift that the Messenger of Allah, peace be upon him, has given me, as he said: Whoever you see hunting in it, his spoils belong to him, meaning the sanctuary of the city, but if you wish, I can give you its price.
The land of the Kingdom has not been devoid of sanctuaries over the past years, but they were not as they are today during the reign of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz, and the Vision 2030 led by His Royal Highness the Crown Prince, which targeted the environmental portfolio to restore ecological balance and also addresses climate change.
The management of the desert in Vision 2030 was not merely about preventing access to targeted areas; rather, it established official bodies directly linked to the national leadership center to support this decision, considering the importance of reviving the land and protecting it from depletion and injustice that it has faced, whether related to hunting, grazing, firewood collection, or urban expansion. As soon as the work of the royal reserves began, aimed at preserving environmental assets and reintroducing displaced animals, and reforesting areas that had turned over time into barren wastelands, the impact became evident in the reduction of the prevailing dust clouds, the land flourished, and transformed into areas contributing to economic growth, becoming destinations that reflect the diverse environmental wealth of the Kingdom, while enabling local communities to benefit from them for organized grazing.
The philosophy of modern management in the vision of His Royal Highness the Crown Prince did not overlook the components of the homeland across all different sectors, whether directly related to comprehensive development or indirectly. However, the common element that His Royal Highness has reinforced is sustainability, making the land of the Kingdom a jewel in leading development and marketing it as a destination that represents the true meaning of comprehensive development and sustainability.
